装运前检验及符合性验证，Consignment Based Conformity Assessment (CBCA) Services 是由某国政府或组织指定符合其要求的第三方检验机构，针对出口至该国的货物，在货物离开装运港前，对其进行检验的过程。实施进口货物装运前检验的国家，一般都是工业基础或经济基础比较薄弱的第三世界国家。
进口国实施装运前检验目的：
1.确保进口商品符合本国的技术、安全、环保标准，防止不合格品进入本国市场，保护本国生产环境的健康，保护本国消费者免受不安全产品或不符合标准的产品的损害，维护当地消费者权益；
2.避免应税关税收入的损失，主要是确保进口商申报的货物价格符合市场价格，并确认进口商申报的海关编码与货物实际情况相符；.
3.设置贸易壁垒，保护本国工业。
进口国实施装运前检验及符合性验证有多种形式，一般由进口国政府或组织指定，例如PSI,pre-shipment inspection；PVoC,Pre-Export Verification of Conformity to Standards ，SIIR, Standards Import Inspection Regulations Recognition Scheme 等。
