China’s First National-Level Road-Air Integrated Test Base

    On March 20, the Launch of the National Intelligent Connected Vehicle Quality Inspection Center & Guangdong LowAltitude Economy Pilot Platform, as well as the Inauguration Ceremony of the Southern Proving Ground, were held in Shaoguan, Guangdong.

    Under the theme “RoadAir Integration for a Connected Intelligent Future”, the event was guided by China Certification & Inspection Group (CCIC), cohosted by CAERI, GAC Group, CQC, GDIT Group and Shaoguan Jincai, and organized by Southern Intelligent Connected New Energy Vehicle Test and Inspection Center Co., Ltd. It fully presented the testing capabilities and development vision of China’s first nationallevel R&D and test center dedicated to eVTOL/flying vehicles.

     Li Yongji, Deputy Party Secretary and General Manager of CCIC; Ye Zhenqin, Deputy Party Secretary and Vice Director of the Standing Committee of Guangdong Provincial People’s Congress; Chen Xinlie, Party Secretary and Director of Guangdong Market Regulation Administration; Chen Shaorong, Party Secretary of Shaoguan Municipal Committee; and Feng Xingya, Party Secretary and Chairman of GAC Group attended and addressed the ceremony.

   Built around a “334N” framework, the center features a one-stop “low-altitude + test site + laboratory” system supporting three technical routes: single-vehicle intelligence, vehicle-road coordination, and road-air integration. It offers more than 100 test scenarios covering intelligent connected vehicles, low-altitude aircraft, new energy vehicles, and complete vehicles, with testing capacity up to 280 km/h and 1,200 meters in altitude.

   As Guangdong’s first pilot platform for connected vehicles and low-altitude craft, the site boasts an 8.5km high-speed ring road, China’s largest single dynamic square (300m diameter), a 3,645㎡ comprehensive service hangar, and a flying vehicle powertrain lab. It also includes six taxiways, multiple VTOL pads, 240kW ultra-fast charging, 5G-A stations, and a digital low-altitude supervision platform.

    The launch establishes China’s first full-capacity national road-air integrated testing and verification platform. Using a full-chain model of “testing + R&D + pilot production + incubation”, it solves longstanding testing accuracy and coverage issues for cross-border products, fills infrastructure gaps in airworthiness and integrated safety, and will speed up technological and commercial progress in the low-altitude economy.

   Moving forward, CCIC will further develop its integrated one-stop service system to support industrial upgrading, advance China’s transport and manufacturing power strategies, and drive high-quality development through the 15th Five-Year Plan period.
