China’s First Pilot: CAERI Partners with Hainan Provincial Government to Launch Public Road Testing for Export Vehicles in Haikou

On July 3, the launching ceremony of the China-Hainan-ASEAN Automotive Testing and Calibration Cooperation, alongside the kickoff event for the first batch of type approval road tests for export vehicles, was held in Haikou. At the event, China Automotive Engineering Research Institute Co., Ltd. (CAERI) joined hands with the Hainan Provincial Government to roll out China’s first pilot program for public road testing of export-oriented vehicles, clearing a critical bottleneck for Chinese auto brands to scale up overseas expansion.

Chinese new energy vehicles are rapidly penetrating global markets at present, yet manufacturers are plagued by multiple hurdles in overseas expansion: exorbitant overseas testing costs, lengthy R&D iteration cycles, barriers to test data transmission, and fragmented certification standards across different nations. To support automakers’ global outreach, CAERI has forged an in-depth strategic partnership with the Hainan Provincial Government. The two sides have pioneered a standardized framework for public road testing of right-hand-drive vehicles, filling a regulatory void in this field nationwide.
 
Leveraging Hainan Free Trade Port’s geographic advantages, unique climatic conditions and institutional innovation dividends, the country’s first public road testing pilot for export vehicles has been officially launched. The initiative will drastically cut enterprises’ overseas testing expenses, significantly shorten vehicle R&D iteration timelines, and greatly enhance the overseas adaptability and market competitiveness of Chinese export vehicles.

Co-hosted by Hainan New Energy Vehicle Promotion Center and CAERI, the event gathered over 50 representatives from government regulatory authorities, leading domestic automakers, authoritative ASEAN automotive inspection bodies, industry associations and academic institutions. Attendees jointly explored innovative development paths for Chinese auto brands to deepen their footprint in ASEAN markets and further expand global business frontiers.
